Câmara do Rio aprova projeto que promete revolucionar o transporte público

Durante sessão extraordinária realizada nesta quinta-feira (23), a Câmara Municipal do Rio de Janeiro aprovou, em segunda discussão e com emendas, o Projeto de Lei Complementar (PLC) 56/2025. A proposta autoriza o Poder Executivo a conceder, por meio de concessão patrocinada, a implantação, operação e manutenção de Veículo Leve sobre Trilhos (VLT), Veículo Leve sobre Pneus (VLP) ou tecnologias similares nos corredores TransCarioca e TransOeste.

O corredor TransCarioca abrange os terminais Alvorada e Fundão, com 45 estações e capacidade para transportar até 16 mil passageiros por hora em cada sentido. Já a TransOeste conta com os terminais Santa Cruz, Mato Alto, Pingo d’Água, Curral Falso, Alvorada e Jardim Oceânico, totalizando 41 estações e a mesma capacidade de transporte.

O VLT é um trem urbano elétrico que pode ser alimentado pelo solo e oferece média capacidade de transporte — transportando até quatro vezes mais passageiros que um ônibus, com custo de implantação inferior ao de linhas de metrô, por não exigir túneis subterrâneos. Geralmente, circula na altura das vias ou sobre trilhos elevados.

O VLP, por sua vez, possui capacidade semelhante, mas circula sobre pneus e bateria, permitindo adaptação mais flexível à malha urbana e redução de custos, dispensando a instalação de trilhos.

Entre os benefícios de ambos os modais estão:

Redução da poluição sonora;

Maior pontualidade, graças às faixas exclusivas e poucas paradas;

Integração com outros meios de transporte;

Conforto interno;

Diminuição das emissões de gases de efeito estufa, por serem movidos a energia elétrica.

Segundo o Executivo, a escolha pelo VLT, VLP ou modal similar nos corredores da TransCarioca e TransOeste se justifica pela demanda existente e pelo aproveitamento da infraestrutura já instalada para o BRT, evitando intervenções complexas e onerosas.

As emendas aprovadas preveem a possível expansão do serviço para os bairros de Botafogo e Ilha do Governador, condicionada a estudos de viabilidade técnica, econômica e ambiental.

O projeto, de autoria do Executivo, segue agora para sanção ou veto do prefeito.
