Capacete, placa e habilitação: o que muda para quem usa ciclomotores

A partir de 1º de janeiro de 2026, condutores de ciclomotores — veículos de duas ou três rodas, elétricos ou a combustão, com até 4 mil watts de potência e velocidade máxima de 50 km/h — deverão cumprir novas exigências em todo o país. O prazo para adequação vai até 31 de dezembro de 2025.

Entre as principais mudanças estão:

Uso obrigatório de capacete para condutores e passageiros;

Registro e emplacamento do veículo, nos mesmos moldes das motocicletas;

Habilitação obrigatória na categoria A (motos) ou ACC (Autorização para Conduzir Ciclomotores);

Proibição de circulação em ciclovias e ciclofaixas, com fiscalização reforçada.

A medida tem como objetivo reduzir acidentes e organizar o tráfego urbano, onde o número de ciclomotores e bicicletas elétricas cresceu significativamente nos últimos anos. Dados da TV Globo indicam que, nos oito primeiros meses de 2025, as vendas de ciclomotores elétricos cresceram 32% no Brasil e 72% em São Paulo.

A regulamentação também permitirá às autoridades multar e apreender veículos irregulares, promovendo maior segurança no trânsito. Durante 2025, serão realizadas campanhas educativas para orientar condutores antes da aplicação das penalidades.

O que não muda

As regras não afetam bicicletas elétricas com pedal assistido, patinetes e monociclos elétricos — conhecidos como veículos autopropelidos, com velocidade de até 32 km/h. Esses continuam sujeitos às normas municipais vigentes.

A atualização visa separar os tipos de veículos, garantindo que apenas os modelos em conformidade circulem nas ruas, contribuindo para mais segurança e organização no trânsito.
